The total capacity of the terminals is expected to be 28.4 million barrels with 10 docking facilities in 906㎢. It will be developed in two phases; Phase Ⅰ in the North Terminal, and PhaseⅡin the South Terminal.

In Phase Ⅰ, 6 docking facilities will be developed which will store up to 9.9 million barrels of petroleum products and accommodate maximum 120,000DWT size vessel.
In phase Ⅱ, 604㎢ of land will be reclaimed to build facilities which will handle 18.4 million barrels of petroleum products with three berths and a buoy that can accommodate up to 300,000DWT size vessels.

Construction of the PhaseⅠwas launched in November of 2013 and land reclamation will be completed in January of 2017. With the completion of the reclamation project, KOT will start construction of the tank terminals which is scheduled for completion in 2018 and expected to operate commercially by 2019.
A feasibility study for the 2nd phase Project is underway by KMI (Korea Maritime Institute), a company specialized in feasibility studies for the public sector.
The Port of Ulsan boasts a wide array of infrastructure that can best carry forward the success of the project, such as:
- Major global refining corporations (SK, S-oil)
- A large petrochemical industrial complex
- Docks specialized for liquid cargo handling
Moreover, the Port of Ulsan is an ideal port for large vessels to berth as its tide range is very small, not to mention its geographical advantages connecting South Korea to both China and Japan; a population of 700 million resides within the periphery of 1,200km of Ulsan.
