This RFP is an amended version of one issued earlier this year for a Marine Liquid Bulk Petroleum Products and Renewable Fuels Terminal at T-126 berth. The RFP has been amended to include crude oil in addition to petroleum products and renewable fuels. The new deadline is Aug. 27, 2010.
POLB is a full service port. Imports of crude oil, refined petroleum products and renewable fuels into South California are anticipated to increase overtime. Regional constraints on tank storage capacity, high wharf utilizattion at berths of existing liquid bulk marine terminals and infrastructure demand to meet containerized trade requirements indicate th the need for additional marine crude oil and petroleum products infrastructure. It is important to develop the infrastructure so that future demand will not outstrip capacity. Since California is not connnected by pipeline to other major refinery centres in the country, refined petroleum products and renewable fuels must be brought in by tanker vessels to meer regional demand.
Currently, at Long Beach, BP has a 1.8-million bbl storage capacity for crude and oil products, and PetroDiamond has 590,000 bbl for gasoline, diesel, blend stocks and ethanol.
Tesoro leased a 245,000-bbl storage space for crude and products, and Chemoil has 425,000 bbl of capacity for products and bunker fuel. Baker Commodities has 6.7 million gal for biofuels, and Vopak has 15 million gal for chemicals.
The new terminal will be built on 27 acres of land, which will be close to the BP crude terminal at Long Beach port.
The land will also include two deepwater berths. One of which would be developed for the purpose of crude oil imports only.
