Houston Company Will Own Fuel Facility

May 21, 2010 [Dickinson Post] – Houston-based Buckeye Partners LP, operating under the name Titan Partners LLC in Tennessee, is the corporation that plans to build a nearly 150-acre fuel terminal in Dickson County, the Dickson Post has learned.

The planned complex is southwest of the I-40/I-840 interchange. The Tennessee Department of Environment & Conservation told the Dickson Post that a public notice and public comment period will be forthcoming. No dates had been set as of May 8.

Six cylindrical storage tanks, all 60 feet tall with varying diameters including the two largest at 120 feet each, would be perched above the interchange. Each day, as many as 100 tanker trucks would fill up with fuel to deliver to gas stations. The trucks would use proposed roads through area farms and other residential properties to get to and from Highway 46.

The website of the Tennessee Secretary of State’s office shows Titan Partners LLC is a Delaware corporation that registered to do business in Tennessee on Feb. 14 of this year.

Documents obtained from TDEC show Buckeye Partners LP is the corporation behind Titan Partners LLC. Buckeye/Titan submitted an application for a permit with TDEC on March 27, proposing construction on the project to begin in July.

Buckeye Partners is an energy company involved in the transportation, storage, processing and marketing of liquid petroleum products, according to the company’s website.

Robert Ingalls is a Buckeye vice president listed on TDEC documents as the “responsible person” for the proposed Dickson terminal. He is listed as working at the corporation’s Pennsylvania offices.

The Dickson County Planning Commission approved a site plan for the fuel terminal by a 7-3 vote April 23. The property already had the proper zoning designation.

The site plan file at the county Planning and Zoning Department consists of engineering drawings prepared by Darrell James of James & Associates, which has offices in Dickson and Nashville.

The 150-acre parcel where the terminal would go is zoned for heavy industrial use. The proposed terminal would tap into a BP America underground pipeline in the area.
