With Bioavtur-SAF Production, Pertamina Refinery Supports Emissions Reduction

October 13, 2023 [The Jakarta Post]- Pertamina through PT Kilang Pertamina Internasional (KPI) fully supports the government’s initiatives to accelerate the implementation of new and renewable energy for the sake of reaching the target of 23 percent renewables in the national energy mix by 2025 while reducing greenhouse gas emissions. The Green Refinery is Pertamina’s first strategic initiative to reach the renewable energy mix target by producing environmentally friendly fuel composed of renewable feedstock.

 

As one of the business entities tasked with supplying fuels such as Avtur, KPI is committed to producing the best quality Avtur that fulfils international and domestic standards, with one of the products being sustainable aviation fuel (SAF) produced at the Cilacap Refinery.

The Bioavtur-SAF product processing is done using ester and fatty acid (HEFA) coprocessing, which has met international standards for Avtur ASTM D 1655 specifications, the recently issued Defstan 91-91 and domestic standards under Oil and Gas Directorate General Regulation No. 59K/2022. Moreover, the Bioavtur-SAF produced by Kilang Pertamina has also met global framework criteria such as the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) by the International Civil Aviation Organization, RefuelEU/Fit55 by the European Union, EU/United Kingdom Emissions Trading and the United States IRA tax credit. Each of the specified frameworks has strict requirements and sustainability criteria that range from the type of feedstock to the production process of Bioavtur-SAF in Indonesia, which has to include all relevant stakeholders. KPI president director Taufik Aditiyawarman said Bioavtur-SAF was KPI’s answer to the business and market challenges of renewable fuel in the civil aviation industry while it also supported the government’s commitment to achieve net-zero emissions (NZE). “One of the factors that have the greatest potential to reduce CO2 emissions in the civil aviation industry is fuel, such as Bioavtur-SAF. KPI has answered this challenge with a series of activities from capability development and research know-how to commercial production trials on available production facilities,” said Taufik. Bioavtur-SAF has passed the Ground Round Test and the Flight Test SAF on a CFM56-7B engine aircraft at Soekarno-Hatta International Airport in Tangerang, Banten. This achievement, which took place on Oct. 4, has shown KPI’s will to be the first mover in providing Bioavtur-SAF in some regions. In addition, KPI is the only company in Southeast Asia that has had successful commercial production of Bioavtur that reached flight tests. Previously, the Bioavtur J 2.4 product went through production trials at the TDHT/Green Refinery RU IV in the 2020-2021 period to meet flight test needs of CN 235 aircrafts registered with the Indonesian Military (TNI). Afterwards, trial productions for Garuda commercial flight tests were done in 2023. “KPI has established its commitment to become the leading pioneer in development drop-in renewable fuel, particularly Bioavtur-SAF, which has become the answer to decarbonizing the civil aviation industry, which is categorized as a hard-to-abate sector,” added Taufik. With cooperation and collaboration with all stakeholders, KPI is confident that the SAF product can soon be marketed as a solution for decarbonization in the aviation industry. Pertamina’s success in the Ground Test and Flight Test is due to the Pertamina Group collaboration through Research & Technology Innovation (RTI), KPI and Pertamina Patra Niaga (PPN) together with the Mineral and Energy Resources (MEMR) Ministry’s EBTKE Directorate General, the Transportation Ministry, ITB, the Indonesian Biodiesel Producers Association (APROBI), the Crude Palm Oil Support Fund (BPDKS), LEMIGAS, the National Research and Innovation Agency (BRIN), Garuda Indonesia and Garuda Facility Maintenance, which intensively oversaw the series of SAF tests. While the price of Bioavtur-SAF is higher than that of fossil Avtur, this is because of its value as a commodity, which includes advantages, namely lower greenhouse gas emissions in three categories than fossil fuel, which is necessary to meet government policies for cross-sectoral collaboration to commercialize the product. Taufik also added, “This development demonstrates Pertamina Refinery’s commitment to achieving Sustainable Development Goal [SDG] number seven, ‘Clean and Affordable Energy’, which is in line with Pertamina Refinery’s commitment to maintaining national energy security while supporting net-zero emissions by 2060.” Pertamina corporate communications VP Fadjar Djoko Santoso said the Cilacap Refinery’s success in producing Bioavtur-SAF aligned with Pertamina’s energy transition program in the form of green fuel innovation. “Pertamina and all of its subsidiaries are proving their commitment to driving the energy transition, particularly in the case of green aviation fuel. For example, the Cilacap Refinery has become a Green Refinery and has proven its ability to produce low-emissions fuel,” Fadjar explained. The Cilacap Refinery has been a Green Refinery since February 2022 and is capable of producing low greenhouse gas emission products. The RU IV Cilacap Green Refinery has received International Sustainability Carbon Certification (ISCC) certification, demonstrating compliance with all international requirements related to the sustainability of its products. The main product of the RU IV Cilacap Green Refinery is Green Diesel, produced from 100 percent renewable raw materials with sulfur content better than Euro V and a production capacity of 2500 BPD. In addition to Green Diesel, the RU IV Cilacap Green Refinery has also successfully produced Bioavtur-SAF with a renewable content of 2.4 percent and a capacity of 9 BPD through coprocessing. When used by airlines, this Bioavtur-SAF product has the potential to reduce carbon emissions from the aviation industry by up to 22 thousand tonnes of CO2 per year.
