September 12, 2013 [TankTerminals.com - El Economista] - The General Directorate of Energy and Mine Policy, reporting to the Ministry of Industry, Energy and Tourism, issued a resolution authorizing the company VTT Algeciras SL (VTTA) to develop the project called “VTTA’s Petroleum Product Storage Facilities at Algeciras Bay”(Cádiz, Spain).
On October 2011, VTTA submitted the project’s original document to the Ministry Registry in order to request an environmental assessment.
The General Directorate of Energy and Mine Policy decided to authorize the project under the provisions of articles 3 and 40 of 34/1998 Spanish Law of October 7 on hydrocarbon industry. Furthermore, it indicates “the approval will have some conditions”.
First, it explains the project is the installation of petroleum products storage tanks (B and C class) with a total storage capacity of 543,300 m3, allocated in 21 vertical cylindrical tanks of several nominal volumes, designed according to API-650 and API-2000 rules.
Additional facilities include pumping systems, drain network, hydrocarbon water treatment systems, pipes and transferring systems, tank warming system, instrumentation and control equipment, electric system, fire protection systems, lightening protection system, loading and unloading facilities, etc.
Likewise, the project aims to connect by pipelines to the Cepsa and CLH facilities located at San Roque (Cádiz), on the other side of Guadarranque river.
Second, the conditions established by the Environmental Impact Declaration (DIA in Spanish) – settled by the Resolution on July 18, 2013, from the State Secretary of Environment reporting to the Agriculture, Food and Environment, published on August 1, 2013- have to be fulfilled during the project execution and operation.
Third, the resolution indicates the design, assembly and getting the facilities started shall be done according to applicable regulations, standards, codes, rules, instructions and specifications.
The facilities shall abide to Royal Decree 1562/1998 of July 17, modifying the Additional Technical Instruction MI/IP02 “Storage plants for petroleum liquids”.
Fourth, the facilities technical manager shall proof to the Government Department in Cadiz the works successfully passes the tests included in the rules relating to the project.
On the other hand, the document establishes the modifications on the authorized facilities shall be previously communicated to the Ministry.
