Puerto Rico Seeks RFPs for Fuel Tanks for Roosevelt Roads

May 12, 2014 [The Local Redevelopment Authority for Roosevelt Roads] - The Redevelopment Authority for Roosevelt Roads (LRA) last week published a Request for Proposals (RFP) seeking applications from entities with the credentials and expertise to improve and operate the fuel storage facilities in Roosevelt Roads in Ceiba through a lease agreement.


These facilities consist of a fueling pier, eight tanks, a laboratory with spill containment dikes and easements. These facilities, built under military standards more than two decades ago, were built with a capacity to store 34 million gallons of several kinds of fuel.

“This RFP represents a unique opportunity to create jobs and stimulate economic activity in the eastern area of Puerto Rico,” the agency said in a release Thursday.

The LRA will evaluate proposals received and reduce the list of proponents to be considered after a rigorous evaluation. Each proposal will be scored to determine the preferred proponent and no more than two alternate proponents will be selected.

The LRA will initiate a negotiation phase with the preferred proponent to allow the proponent additional time to complete the due process of technical evaluation or “due diligence” before carrying out a long-term lease agreement between the LRA and the selected proponent. The LRA anticipates that the lease agreement will be executed during the fourth quarter of 2014.

The LRA is requiring a mandatory meeting with interested participants prior to the delivery of proposals on May 22, at 10 a.m. at the Economic Development and Commerce Department’s Hato Rey headquarters.
