Peru Approves EIA for USD-11.2bn Green Hydrogen, Ammonia Project

March 12, 2025 [Renewables Now]- Peru’s ministry of production said it has approved the detailed environmental impact assessment (EIA-d) for a USD-11.2-billion-plus (EUR 10.26bn) green hydrogen and ammonia production mega-project in the Arequipa region.

The Horizonte de Verano project, led by Latin America-focused renewables company Verano Energy, will set up facilities for the production of green hydrogen to obtain ammonia, a water desalination plant and a solar farm, making this the largest initiatives of its kind in the region, the ministry said in statement on Wednesday.

As Verano Energy described the project last year, Horizonte de Verano will be a five-phase development involving construction of a 5,850-MWp solar power generation complex and facilities that will produce 1.65 million tonnes of green ammonia annually once fully operational.

The initial phase will rely on 1,500 MWp of solar power, enough to support an annual output of over 420,000 tonnes of ammonia, Verano Energy said at the time.

The company expects the final phase to start operation in early 2032.

“The approval of this project represents a milestone for the sustainable industrialisation of Peru, consolidating us as a key player in the production of green hydrogen, an essential resource for the global energy transition,” said minister of production Sergio Gonzalez Guerrero.

Peru seeks to become a major producer and exported of green hydrogen, leveraging its strategic geographic location, abundant renewable energy resources, and competitive costs.

“The world is moving towards cleaner and more sustainable energy, and Peru cannot be left behind. This is just the beginning of a new era for the national industry, in which innovation and sustainability will be fundamental pillars for economic growth,” Gonzalez Guerrero added.
