December 12, 2018 [Tank News International] - The President of Mexico, Andrés Manuel López Obrador, has announced the National Refining Plan, which includes the rehabilitation of six refineries owned by Pemex and the construction of a $8bn refinery in Dos Bocas located in the municipality of Paraíso, in the state of Tabasco, which will guarantee the energy independence for the Nation.
During the event, held at Dos Bocas Port Terminal, President López Obrador announced the details of the strategy, which aims to increasing fuel production, improving refining processes and renewing our oil production facilities with state-of-the-art technology.
Forecast estimates that the seven refineries, including the Dos Bocas refinery, will process 1,863,000 barrels of crude oil per day by 2022, which are to yield an estimated of 781,000 barrels of gasoline and 560,000 barrels of diesel per day.
The National Refining Plan will absolutely contribute to the recovery of fuel production that is needed by the country for its development, supplying Mexicans with these resources at fairer prices and bolstering up the economy in the Mexican southeast through investments.
With this project, the refineries at Cadereyta, Madero, Minatitlán, Salamanca, Salina Cruz, and Tula will have the capability to process 1,540,000 barrels of crude oil per day.
Furthermore, the Dos Bocas refinery will have 17 processing plants, 93 tanks and spherical pressure vessels, as well as an autonomous power generation system.
During the presentation of the National Refining Plan, the Secretary of Energy Rocío Nahle commented that the construction of the new refinery will create 23,000 direct jobs and 112,000 indirect jobs in the region, which adds up to a total of 135,000 new sources of income at the peak of the refinery’s construction stage.
Pemex CEO Octavio Romero highlighted the importance of this action, aimed at rescuing the national oil industry. It will be a definitive step towards achieving energy independence and promote fast-paced progress towards the Nation’s overall development, mainly in the states of the Mexican Southeast.
“There will be no more privatisation or dismantling of facilities, nor will the workers of the energy sector in our country be displaced to perform other activities,” Octavio Romero pointed out.
Dos Bocas refinery will process 340,000 barrels of crude oil per day, produce 170,000 barrels of gasoline and 120,000 barrels of ultra low sulphur diesel every day (ULSD). This refinery will peak at a production equivalent to 30 per cent of the fuel currently being imported from abroad.
