Mexico State Oil Company Pemex Issues Tender for FSRU to Serve Southern Region

July 9, 2018 [S&P Global] - Mexico state oil Company Pemex, through gas marketing subsidiary MexGas Supply, on Thursday launched an open tender to design, install and operate an LNG import terminal in the southern Mexican port of Pajarito.


The project’s objective is to market natural gas in Mexico’s south-southeast region through the creation of a new import injection point at the marine and storage terminal of Pajaritos,” MexGas Supply said.

The project will consist of a floating storage and regasification unit with a capacity of up to 600 MMcf/d, which will be installed for a period of five years at the port of Pajaritos in Coatzacoalcos in the Gulf state of Veracruz, MGS said.

Parties interested in participating will have until July 11 to register. During the last quarter of 2018, MGS was expected to publish tenders for LNG supply contracts to feed the terminal.

MGS said the project would take approximately seven months to begin commercial operations from the date it was awarded. The open tender was expected to conclude by the end of the summer.

Pemex is going to be the primary anchor client for the terminal.

Mexico’s Energy Secretariat (SENER) has said that the FRSU project would strengthen the supply of gas in southern Mexico as well for Pemex’s petrochemical, refining and fertilizer operations.

Mexico’s natural gas production could fall to 2.75 Bcf/d by 2021 from 3.9 Bcf/d in 2018 under SENER’s low production forecast.

The winning bidder for the FSRU will also construct a 14-kilometer, 24-inch diameter pipeline to interconnect the unit to Cenagas’s Sistrangas network at Pemex’s Gas Processing Plant Etileno Cangrejera.

The final capacity of the LNG supply contract and the FRSU project will depend on an open season the winning developers will hold following the rules established by Mexico’s Energy Regulatory Commission.
