Matrix Service Awarded Contract for Sandpiper Crude Tank Expansion

November 7, 2014 [OPIS] - Matrix Service Company said on Thursday that its subsidiary, Matrix Service Inc., has been awarded an engineering, procurement and construction (EPC) contract for crude terminal expansion in the Midwest by North Dakota Pipeline Company (NDPC), a subsidiary of Enbridge Energy Partners.


NDPC is expanding four existing crude terminal locations in North Dakota and Minnesota to support the proposed Sandpiper Pipeline Project (SPP). If approved, the 610-mile SPP will deliver Bakken light crude oil to U.S. and eastern Canadian refineries.

OPIS reported in October that Enbridge had pushed the expected in-service date for its Sandpiper pipeline project from early 2016 to sometime in 2017.

The $2.6 million Sandpiper project is seen having initial capacity to transport up to 225,000 b/d of Bakken crude from Beaver Lodge Station in North Dakota to Clearbrook, Minn.; and then 375,000 b/d from Clearbrook to an affiliated Enbridge terminal in Superior, Wis., for subsequent transfer onto other pipelines to refinery markets in the U.S. Midwest and eastern Canada. Sandpiper is to be integrated with Enbridge’s North Dakota System.

Marathon Petroleum Corp. was secured as an anchor shipper on Sandpiper in late 2013, funding 37.5% of the project in exchange for an approximate 27% equity interest in the North Dakota System.

Matrix said that the contract award includes seven above-ground storage tanks with capacity in excess of 1 million bbl.

Work will occur at terminal locations along the Sandpiper Pipeline including Beaver Lodge, Stanley and Berthold, N.D., as well as Clearbrook, Minn. This award further enhances Matrix Service’s already strong alliance with Enbridge and NDPC.
