Jordan and China to Explore $1.15bn Green Hydrogen Plant for Ammonia Exports

September 17, 2025 [H2 View]- China and Jordan have agreed to explore the development of a $1.15bn green hydrogen production plant in the Middle East.

 

Jordan’s Ministry of Energy and Mineral Resources has signed a Memorandum of Understanding (MOU) with China’s United Energy Group (UEG) to conduct a feasibility study.

The technical assessment will examine land requirements, outline project phases, and prioritise strategies to lower production costs.

H2 View understands that the proposed facility aims to produce 200,000 tonnes of green ammonia per year for export. It’s planned to use desalinated seawater and renewable energy produced in Jordan.

Jordan’s Energy Minister Saleh Al-Kharabsheh said the project supports the country’s clean energy transition plans. Jordan is aiming for a 31% share of renewables in its total power generation capacity by 2030.

The Hong Kong-listed oil and gas company UEG began developing its hydrogen business in 2023. It has previously partnered with established industry players such as Shell, Air Products and Air Liquide.

According to a recent S&P Global Commodity Insights report, China is expected to continue to dominate the global market for green hydrogen as developers across the globe dial back ambitions.

Since its 2024 report, the nation’s green hydrogen production capacity has grown to 2GW, or 70% of global electrolyser installations.
