Russia's Perm Oil Refinery Halts Processing after May 7 Drone Attack, Sources Say

May 13, 2026 [Reuters]- Russia’s Perm oil refinery has completely halted processing after a Ukrainian ​drone attack on May 7 caused ‌a fire and damaged equipment, two industry sources said.

 

Local governor Dmitry Makhonin said on Friday Ukrainian drones attacked ​industrial facilities in the Perm region, ​around 1,460 kilometres (908 miles) east of ⁠Moscow. He didn’t name the facility.

Ukraine has ​been targeting Russia’s oil infrastructure in order ​to reduce Moscow’s funds and dent its military capabilities.

The sources said three primary crude distillation units ​were urgently halted after the strikes. Some ​secondary units were also stopped, they said.

One of the ‌units, ⁠CDU-4, had already been idle since April 30 due to another drone attack.

The sources said the repair work may take ​several weeks, Lukoil, ​which ⁠owns the refinery, did not reply to a request for comment.

In ​2024 Perm refinery processed around ​12.6 ⁠million tons, or 250,000 barrels per day, of oil. It produced 2 million tons ⁠of ​gasoline, 5.3 million tons ​of diesel, 700,000 tons of coke and 200,000 tons of ​fuel oil.
