Fortum and Kemi Partner to Develop 17-Hectare Hydrogen Project Site on Ajos Island

December 17, 2025 [Fuel Cells Works]- Fortum and City of Kemi have agreed to develop a site located on Kemi’s Ajos island for a hydrogen and/or hydrogen derivatives production plant. The area is approximately 17 hectares and is located on the western part of the island.

 

Under the agreement, Fortum will develop and market the site to clean transition industrial players. The actual investment in the plant will be made by the project investor.

“Developing new industry is challenging, and municipalities need partners in the process. Fortum has strong credentials, resources, and expertise in developing clean transition industrial investments. If realised, the project will create new jobs, increase tax revenues, and strengthen long-term vitality in the region,” says Kimmo Heikka, Vitality Director for the City of Kemi.

“The Ajos area offers excellent conditions for a hydrogen project. The proximity to the Port of Kemi ensures logistical efficiency, and the area is already a zoned industrial environment. Additionally, the availability of biogenic carbon dioxide in the Kemi region opens opportunities for producing synthetic fuels and other hydrogen derivatives. These factors make the area highly attractive for hydrogen investors,” says Jyrki Holappa, Customer Site Development Director at Fortum.

With the development project, Fortum aims to drive the energy transition based on low-carbon electricity production, in line with its strategy.
