August 16, 2010 [Reuters] - China has completed a crude storage farm of about 26 million barrels in Qinzhou in the southern Guangxi region, near a new refinery that PetroChina has just built, official media reported last week.
China will increase its refined fuel storage space by nearly half to some 490 million barrels by 2015 from 2009, a senior researcher of CNPC said in late May, or roughly enough for 54 days of current consumption. By the end of 2009, the world’s second-largest fuel market operated 53 million cubic metres of fuel tank storage, said Gong Manying, head of marketing studies of state energy group CNPC.
On crude storage, the country’s top two oil firms PetroChina and Sinopec Corp have been the leading builders, to both service their expanding refining systems and establish commercial space under Beijing’s call to boost supply security.
Beijing has recently started enlisting the private sector to be part of the national reserve system. From blanket makers to auto parts manufacturers, scores of private entrepreneurs have since 2008 been erecting depots along the coast from Dalian in the north to Shenzhen in the south, inspired by Beijing’s plan to build oil reserves.
Following is a glimpse of commercial storage facilities, both crude and fuel, in use and those being built or planned, according to Chinese media reports and industry officials. Some of the figures below include part of the state refiners’ operational storage as these are difficult to totally separate. The data does not cover China’s strategic crude reserve.
